Institute of Criminological and Sociological Research organized, with the support of Ministry of Science, Technological Development and Innovation of the Republic of Serbia and Judicial Academy in Belgrade, international scientific thematic conference “Traffic, Criminality and Urban Safety”. The conference took place at Palić, on June 14th and 15th, 2023 and the papers presented at the conference are published in the collection of conference papers.
On the behalf of the city of Subotica, Professor Balint Pastor, PhD, president of the city parliament, opened the conference, and introductory speeches were presented by the director of Judicial Academy, Nenad Vujić, president of Serbian Association for Criminal Law Theory and Practice, Professor Stanko Bejatović, PhD, acting director of Agency of Traffic Safety of the Republic of Serbia, Branko Stamatović and, on the behalf of the organizer, Ivana Stevanović, PhD.
There are several challenges that enhanced us to organize an international scientific thematic conference dedicated to this particular topic. The increase in the population in urban areas and enhanced development and expansion of the cities raise the issue of safety of participants in traffic as well as the rest of the population for several reasons and in several different ways. Intensive traffic frequently leads to the increased pressure on current infrastructure that often cannon keep up with the growing needs when it comes to traffic of people and goods. Growing mobility of people in the cities, followed by insufficient use of alternative vehicles that produce less pollution for the environment, leads to the increase of pollution of certain segments of environment – at first place air, but indirectly water and soil as well.
The question of legal protection of safety of traffic participants as well as of other inhabitants of urban areas was also opened. Some activities of traffic participants that cause significantly severe and socially more hazardous consequences can be classified as criminal offences and, in that sense, it is particularly important for the improvement of urban safety to discover, initiate the procedure and penalize their perpetrators, which were also discussed in this conference.
IHaving in mind the fact that at the moment a new text of amendments and alterations of Road Traffic Safety Law, the relevance of this topic at this moment is even greater, which is the reason why there is particular need to observe this issue from a multidisciplinary perspective and in accordance with the experiences from other countries.

The Institute of Criminological and Sociological Research is one of the international partners on the project entitled "Impact of the Covid-19 Pandemic on Life of Higher Education Students“ led by Dr Alexander Aristovnik from the University of Ljubljana, while the international consortium is led by the Faculty of Public Administration at the University of Ljubljana. The overall objective of this extensive, quantitative, global online study was to examine the immediate economic and social effects of the pandemic on higher education and life of students today. Besides, this project aimed to formulate proposals for policymakers and management of higher education institutions in the direction of appropriate support for students in such crises.
The fact is that in just a few months, the COVID-19 pandemic has transformed people's lives. Higher education students were not spared from this trend either. Without diminishing the health consequences of people directly affected by the SARS-CoV-2 virus, the pandemic also holds major repercussions for the way higher education students live and work, which has a profound effect on their physical and mental well-being. To document the immediate economic and social effects of this global crisis, the research was conducted. Around 31,000 students from more than 160 universities and almost 130 countries took part in the research between May 5 and June 15, 2020. The first results show that the COVID-19 pandemic has significantly increased study workload on all continents, including 58% of students in Europe.
The latest posts on social networks are available through #CovidSocLab (Facebook, Twitter, Instagram, LinkedIn and ResearchGate). The first results and detailed information are available at www.covidsoclab.org
This year’s annual 25th International Horticulture Fair “Beoplantfair” named “Garden in the Heart of the City” took place at Belgrade Fair between 17th and 20th of June, 2020. This event is important for our Institute as well, because the results of the engagement of convicted persons in the field of horticulture and manufacturing of garden and park equipment were displayed on that occasion. Garden and park furniture made by persons serving prison sentences in several penitentiary institutions in Serbia were displayed at the presentation of the Administration for the Execution of Criminal Sanctions of the Ministry of Justice of the Republic of Serbia, whereas the flowers that juvenile offenders from Educational - Correctional Facility in Kruševac plant with special care and dedication were displayed at a special exhibition point of that institution.
As a scientific and research organisation, which, among the rest, is dedicated to the study of crime prevention and offenders’ re-socialization, the Institute of Criminological and Sociological Research supports the programs that include this type of convicted person’s engagement. Their significance is based upon the fact that they facilitate the preparation of the convicted persons to find employment after leaving the penitentiary institution and obtain a legal source of income, in order to prevent them from reoffending. In that manner, these programmes contribute to a more successful re-socialization and social reintegration and, consequently to crime prevention, especially when it comes to recidivism. Convicted persons’ engagement with horticulture and related activities is also important from the aspect of greening and decorating their surroundings, which has a positive impact on their mental, physical and emotional condition, as well as on the overall atmosphere in penitentiary institutions.
Positive effects of green areas in the penitentiary institutions are the central topic of one of the latest issues of our Institute in 2020 – the book “The Meeting of Social and Biological: Greening of Prison Communities” by the authors Olivera Pavićević, Ljeposava Ilijić and Ana Batrićević, which can be downloaded in PDF version HERE.

Dr Sanja Ćopić, Senior Research Associate in the Institute of Criminological and Sociological Research participated at the inaugural conference of the Cost Action CA18121 - Cultures Of Victimology: understanding processes of victimization across Europe, which was held at the Panteion University of Social and Political Sciences in Athens (Greece) from 15 to 17 January 2020. Dr Ćopić is a Management Committee (MC) substitute. She is involved in two working groups in this Cost Action: Comparative cultural victimology (WG1) and Cultures of victimological policy and practice (WG5).
Cost Action 18121 intends to develop an innovative, functional and overarching theoretical framework for cultural victimology. The main aim and objective of the Action is to enhance the knowledge base of victimology across Europe, thereby providing impetus for victimological research, policy and practice, by placing victimization and the reaction to victimization in the context of culture. The Action should contribute to better understanding of the mediating and moderating influence of cultural constructs on victimology in order to improve understanding of the extent to which the current victimological knowledge base can be generalized from the types of victimization and geographical locations that have been relatively extensively studied to elsewhere.
Additionally, the Action aims to consolidate the large body of theoretical and empirical insights to produce a richer and more coherent field of inquiry on cultural victimology, produce a comparative analysis that maps the existing body of victimological research in COST Member Countries, and support the development of researchers’ theoretical and methodological expertise on cultural victimology. It also aims to create dialogue and collaboration between relevant stakeholders employing different themes and topics on or working within the field of Victimology.
More information on the Cost Action CA18121 is available HERE.

The Institute of Criminological and Sociological Research, in support of the Ministry of Education, Science and Technological Development of Republic of Serbia, Judicial Academy and OSCE Mission to Serbia, organized international scientific conference "Penal Law and Medicine" on 29th and 30th May 2019 at Palić. The aim of the conference was to point out the basic relations between penal law and medicine, through a multidisciplinary approach, and the participation of not only scholars, but also those who deal with this issue in practice in the broadest sense. Medical security measures foreseen in contemporary criminal legislation (compulsory psychiatric treatment and confinement in a medical institution, compulsory psychiatric treatment at liberty, compulsory drug addiction treatment, compulsory alcohol addiction treatment) were particularly addressed.
On the occasion of the conference, the publication titled "Penal Law and Medicine" was printed, and the proceedings of authors from Serbia, Slovenia, Bosnia and Herzegovina, Montenegro, Italy and Australia were grouped into two thematic units: Criminal Law and Medical Security Measures and Criminal Law and Medicine. With this publication we wanted to call attention to the importance of the relationship between criminal law and medicine, exchange experiences that individual countries have in this area, but also stress the need to regulate this issue not only at the legislative level, but also in the practice of both judicial bodies and medical institutions. The published proceedings will hopefully provide answers to a number of open questions and dilemmas that seems to be following this matter since its foundation.
